The official names of these characters are Count Aquantication and Rubble Noggin. The are such close friends! This is one of many sketches found in my Portland Christian High School student handbook. More specifically, you will find this drawing on page 34, near the bottom, by the section titled "SENIOR CLASS ACTIVITIES".
